T2COM, Directorate of Intelligence and Security (G-2), is producing this Fiscal Year 2025 (FY25) Operational Environment (OE) Running Estimate to provide a detailed assessment of key unclassified insights and observations of the OE gathered over the past 12 months. This document identifies four key judgments that highlight the most important developments for FY25 likely to influence how the U.S. Army transforms to operate in a complex and dynamic OE. These four key judgments describe how China continues to pursue its goal of “intelligentized” warfare to challenge the United States in the Indo-Pacific region and globally; articulate persistent and evolving state and nonstate threats to the U.S. Homeland and Global South; identify adaptations from current conflicts that are driving innovative fires and protection concepts; and highlight the impacts of increased collusion among U.S. adversaries.
